Birgitta Ohlson(liberal party) asked me what kind of measure I am going to take, within the framework of the European union to guarantee , on the one hand, that the intention to promote the human-rights clause in the cooperation agreements signed by Tunis and the EU are respected,and on the other hand to make sure that a condemnation of police brutality during the 4th of mars demonstration is secured from the EU.
Between the EU and Tunisia the cooperation is based on the Barcelona process and the so-called ENP(European neighborhood policy).there is a newly passed individual plan of action for Tunisia with an ambitious content regarding human rights and democracy. Freedom of expression and of assembly constitutes areas of great importance in the plan of action. Tunisia has also accepted to appoint an under-committee for human-rights, which will give Sweden and the other EU members yet another instrument to be used whenever a human-rights related issue is raised.
Tunisia is one of 4 “focus countries” for the EU council’s European Initiative for democracy and human rights in the Mediterranean region. at present there is a program in effect to strengthen freedom of expression and the judicial system in Tunisia valued at 1,2 m euro.
As for the case of Madame Nasraoui,she marched at front of a demonstration against the invitation of Israel’s PM Sharon to attend the world summit on information society. we are now trying to collect all the facts related to the event. The picture is not clear.. the EU have ,via its offices in Tunis , a direct contact with Madame Nasraoui and we’re following the development continuously.
Of course we cannot accept the outrageous brutality of the police against peaceful demonstrators.
The Swedish government is following the development of democracy and the respect of human rights very carefully. Sweden is maintaining an active profile in its relation with Tunisia,bilaterally, and in connection with the EU agenda where we are monitoring the actions of the authorities in specific cases ,and calling to the attention of the authorities the outrages and wrongdoings.
My aim is to continue the discussion of these important matters with the Tunisian authorities

Fråga 2004/05:1269 av Birgitta Ohlsson om övervåld mot kvinno-demonstration i Tunisien
Birgitta Ohlsson har frågat mig vilka åtgärder jag kommer att vidta,
inom ramen för EU-samarbetet, för att dels säkerställa att intentionen om främjandet av mänskliga rättigheter i Medelhavsavtalet följs, dels se till att ett fördömande av polisbrutaliteten vid en demonstration i mars utverkas av EU.
Mellan EU och Tunisien utvecklas samarbetet genom Barcelona-processen och EU:s s.k. grannskapspolitik, ENP (European Neighbourhood Policy). Det finns en nyligen antagen individuell handlingsplan med Tunisien som har ett ambitiöst innehåll vad gäller män skliga rättigheter och demokrati. Yttrande- och mötesfrihet utgör områden av särskild vikt i handlingsplanen. Tunisien har också gått
med på att etablera en underkommitté för mänskliga rättigheter, vilket kommer att ge både Sverige och övriga EU-länder ytterligare ett instrument för att direkt ta upp och diskutera de problem som finns
på MR-området.
Tunisien är ett av fyra fokusländer för Kommissionens European Initiative for Democracy and Human Rights i Medelhavsområdet. För närvarande genomförs program för att stärka yttrandefriheten och rätts-säkerheten i Tunisien till en summa av 1,2 miljoner euro.
När det gäller det enskilda fallet med fru Nasraoui gick hon i spetsen för en demonstration mot att Israels premiärminister Sharon inbju dits delta i World Summit on Information Society. Vi försöker nu få fram alla till-gängliga fakta om händelsen. Bilden är inte entydig. EU har genom ordförandeskapet i Tunis direktkontakt med fru Nasraoui och vi följer utvecklingen löpande. Givetvis kan vi inte acceptera att polisen använder övervåld mot fredliga demonstrationer.
Den svenska regeringen följer noga utvecklingen av demokrati och respekten för mänskliga rättigheter i Tunisien. Sverige upprätthåller
en aktiv profil i förhållande till Tunisien både bilateralt och i EU-sammanhang där vi bevakar myndigheternas agerande i vissa enskilda fall och påtalar brister och övergrepp. Min avsikt är att fortsätta ta upp dessa viktiga frågor med de tunisiska myndigheterna.
